No, it is the normal case. A community transport operator might run a car scheme, a Dial a Ride and a school contract from the same office. Road XS keeps them separate where they need separate rules and reporting, and shares the fleet, drivers and passengers where that saves you work.
Start from who asks you for proof. If it is a funder or a committee, look at community car schemes and Dial a Ride. If it is a council or a local authority, patient transport and school transport. If it is a client with a contract, commercial and secure transport.
Dial a Ride is a form of demand responsive transport, usually pre-booked and door to door for people who find public transport difficult. DRT is the broader category of any service that flexes around real demand. Road XS runs both, and the pages cover each in detail.
That is what most operators end up with, and it is why the numbers never agree. One platform means one fleet view, one driver record, one set of reports, and no re-keying between systems.
